With extensive experience in leadership development, organisational psychology, and change management, Bernard has led transformative learning initiatives across the public, healthcare, defence, and corporate sectors. He specialises in developing leaders, strengthening culture, and aligning learning with strategic outcomes.


As Head of Assessment & Learning and previously Head of Research & Impact at OCTAVE Institute, he elevated leadership capability and coaching effectiveness across the region—spearheading mindset-shift workshops, creating impact measurement tools, and co-designing Learning & Development programmes aligned with organisational goals. Earlier, he contributed to leadership frameworks and success profiles that reinforced culture in the Ministry of Health Holdings and designed customised leadership programmes with Development Dimensions International (DDI).


With a foundation in psychology from his years in the Singapore Armed Forces’ Defence Psychology Department, Bernard brings a deep understanding of human behaviour and leadership psychology to his work. Applying proven psychological principles, he designs engaging, evidence-based learning experiences that turn insight into lasting behavioural change and measurable organisational impact.
