  • To qualify for the funded course fee, participants must:

    • Be a Singapore Citizen, Permanent Resident (PR), or Long-Term Visit Pass-Plus (LTVP+) holder.

    • Complete e-attendance via the Singpass app.

    • Attend at least 75% of the course.

    • Be assessed as Competent (C) and obtain the WSQ Statement of Attainment (SOA).

    If a Participant does not meet the applicable funding eligibility or programme requirements, resulting in the funding being clawed back by SWDA, ROHEI reserves the right to recover the corresponding funded amount from the Client.

  • Enhanced Training Support for SMEs (ETSS)

    Companies may qualify for enhanced funding if they:

    • Are registered or incorporated in Singapore.

    • Have 200 or fewer employees, or an annual sales turnover not exceeding SGD 100 million.

    • Fully sponsor eligible participants for the course.

    • Have participants who are Singapore Citizens or Permanent Residents employed under the Employment Act.

    • Have their SME status approved before the course commencement date.

    Absentee Payroll

    Eligible employers may claim Absentee Payroll (AP):

    • SGD 4.50 per training hour attended.

    • Up to SGD 100,000 per enterprise per calendar year.

    • Funding is computed based on the participant's actual training hours attended.

  • To qualify for the funded course fee, participants must:

    Eligible Singapore Citizens aged 25 and above may use their SkillsFuture Credit to offset the course fee payable after applicable funding.

    Participants who indicate that they wish to use SkillsFuture Credit during registration will receive instructions on how to submit their claim once their registration has been confirmed.

  • General Programme Terms & Conditions

     

    I. Declarations and Agreements

     

    • Participants declare that all information provided in the registration and supporting documents is accurate to the best of their knowledge.

    • By registering, participants agree to abide by the applicable Terms and Conditions.

    • Participants agree that ROHEI may collect, use, and disclose their data for the purpose of administering the funded and non-funded programme.

    • (Funded programme) Participants are aware that SkillsFuture Singapore (SSG) takes a serious view of wrongful declarations leading to incorrect grant disbursements.

     

    II. Prerequisites and Registration

     

    • Prerequisites: Participants must meet one of the following qualifications: a ‘Pass’ in English at GCE ‘O’ Level, OR the ability to listen, speak, and write in English at a minimum of Level 7 (ESS).

    • Registration: A seat is confirmed only upon full payment of programme fees by the registration deadline. Confirmation is sent via email once payment is received.

    • Programme Fees: All fees are quoted in Singapore Dollars (SGD), inclusive of prevailing GST (if applicable), which shall apply equally to participants residing outside Singapore. Fees cover programme materials, access to online platforms, and facilitation.

     

    III. Course Management and ROHEI's Rights

     

    • Changes to Class: The course schedule is subject to confirmation and changes; ROHEI reserves the right to cancel or re-schedule any class without prior notice.

    • ROHEI reserves the right to determine the size of each class and replace trainers.

    • ROHEI reserves the right to convert face-to-face classes to virtual classes or vice-versa. In such an event, participants will be informed and given an option to withdraw without any penalty.

    • ROHEI reserves the right to determine the format of course materials (e.g., hardcopy or electronic copy). Any special request for a particular format shall be subject to ROHEI’s approval at its sole discretion.

    • Disruptive Behavior: ROHEI reserves the right to remove any participant from the programme without refund if their behavior disrupts learning or breaches safety and respect standards. Participants are expected to conduct themselves respectfully during the sessions.

    IV. Cancellations, Refunds, and Substitutions (ROHEI & Participant)

    • Participant Withdrawal:

      • Written notice of withdrawal received ≥10 working days or more before programme start results in a 100% refund.

      • Written notice of withdrawal received <10 working days before, or a no-show, results in no refund.

    • Substitution: Substitution of a participant is allowed up to 7 working days before the start of the program, provided the replacement meets eligibility requirements (only applicable to non-SFC users).

    • ROHEI Cancellation: If ROHEI cancels or postpones a programme (participants notified at least 10 working days prior), participants may choose a full refund or transfer to the new date.

     

    V. Intellectual Property and Liability

     

    • All programme materials are proprietary to ROHEI Learning & Consulting. Materials may not be modified, reproduced, shared, or distributed without ROHEI’s prior written consent.

    • ROHEI is not responsible for technical issues, disruptions, or losses arising from participants’ equipment, internet connectivity, or other circumstances beyond its control.

    • Personal data collected will be used for programme administration and communication purposes only, in line with the Personal Data Protection Act (PDPA).

     

    Funding Eligibility & Compliance Requirements

     

    I. Payment and Funding Eligibility

     

    • Funding eligibility (including grant, claims, etc.) is dependent on full and timely payment of the subsidised course fees, which must be fully paid before class commencement.

    • If a participant is required to pay any remaining cash balance (e.g., due to insufficient funds, funding rejection or partial approval), invoices must be fully paid on demand.

    • Failure to make timely payment may result in funding not being available, making the participant liable to pay the full course fees (without any funding subsidy).

     

    II. Attendance and Retake Policy

     

    • Participants must take their attendance digitally via the Singpass App for both physical classroom and synchronous e-learning courses.

    • If a participant does not meet the minimum attendance requirement, he/she may be required to retake the affected lesson, assessment, session, or the entire programme, depending on the attendance shortfall and programme requirements.

    • All required make-up or retake sessions must be completed within 60 calendar days from the end date of the original course run. Requests for make-up classes are subject to ROHEI’s approval and resource availability.

    • If a paid participant is fully absent from a course/assessment, they are required to re-enrol or retake the entire run within 60 calendar days from the initial course end date. They must pay the administrative charge if applicable.

     

    III. Funding Rejection and Recovery

     

    • In the event a participant fails to meet any funding requirements, resulting in the claim being rejected by the respective funding agency, ROHEI shall be entitled to claim the balance of the course fee (the non-granted subsidy amount) from the participant.

    • Rejection scenarios may include, but are not limited to, situations where the participant has previously received funding for the same course, failed to meet the minimum attendance requirement, failed to complete or pass the required assessment, failed to make full payment of the subsidised course fees within the required timeline, or where SkillsFuture Singapore (SSG) determines that the participant does not meet the applicable funding eligibility or compliance requirements.

    Section 3: SkillsFuture Credit (SFC) Usage Terms & Conditions

     

    I. Participant Responsibility for Claims

     

    • Claim Submission: Participants who intend to use SkillsFuture Credit (SFC) must submit their claims directly through the MySkillsFuture Portal, as ROHEI does not submit claims on their behalf. He/she must inform ROHEI the intended SFC amount to be used during registration.

    • Claims can be submitted up to 60 calendar days before the course start date up to the first day of the course.

    • Participants must send a screenshot of the successful SFC application to ROHEI to confirm the claim submission.

    • Accuracy: The participant is responsible for ensuring sufficient SFC balance, submitting the claim on time, ensuring all submitted information and supporting documents (including the invoice) are accurate, and monitoring the claim status. Failure to submit correctly or on time may result in claim rejection.

    • Usage Rules: SFC may only be used on the nett payable fee after applicable WSQ subsidies have been applied. SFC cannot be used to offset cancellation charges, administrative fees, penalties, or non-course related charges.

    • Payment Liability: Participant is required to pay any remaining out-of-pocket amount reflected on the invoice before the course commencement date, unless otherwise stated. Full payment already made by the participant upfront means he/she cannot subsequently claim SFC.

    • Participants must inform ROHEI of any changes, cancellations, or withdrawal requests.

     

    II. SFC Status, Risk, and Liability

     

    • Approval Timing: Submission does not constitute approval by SSG; claims are subject to validation, eligibility checks, and approval. Approval can occur before, during, or after the course commencement date.

    • Liability for Balances: If the SFC claim is rejected, partially approved, cancelled, invalidated, or the participant has insufficient SFC balance, the participant remains liable for any outstanding course fees payable to ROHEI. ROHEI reserves the right to recover any unpaid balance.

    • No-Show: Participants who wish to defer or withdraw from the course are required to cancel their SkillsFuture Credit (SFC) claim which can be made up to 1 day before the course start date. For cancellations after the course start date, participants will be required to submit an appeal directly to SkillsFuture Singapore (SSG) with supporting justification.

    • Programme Requirement: Failure to meet attendance and assessment requirements may affect funding eligibility and SFC approval outcomes.

     

    III. Withdrawal and Refund Process

     

    • Pre-Course Withdrawal: If a participant withdraws or cancels before the course commencement date, he/she is responsible for cancelling the SFC claim through the MySkillsFuture Portal.

    • Post-Course Withdrawal: If withdrawal or cancellation occurs after course commencement, the participant may be required to appeal directly to SSG.

    • ROHEI's Refund Responsibility: If a participant never attended the course, withdrew before commencement, or submitted an erroneous claim, ROHEI must return the full SFC received from SSG. Refunds must be processed through TPGateway and not directly to participants.

    • Overpayment: If ROHEI has already collected the full fees from a trainee but SSG later approves the SFC application, ROHEI must refund the monetary equivalent of the approved SFC to the trainee within one month.

    • ROHEI reserves the right to impose administrative charges, cancellation fees, or recovery of outstanding balances in accordance with its prevailing policies.

     

    IV. Training Provider Responsibilities

     

    • ROHEI is responsible for: issuing the course invoice (based on declared SFC usage), conducting the training programme, recording attendance and assessment outcomes, submitting attendance and completion records through TPGateway, and initiating payout requests when eligible.

    • ROHEI is not responsible for: submitting SFC claims, verifying participant SFC balances, guaranteeing SFC approval, or controlling SSG processing timelines.

    • Audit: Participants acknowledge that ROHEI may be required to retain and disclose enrolment, attendance, assessment, and payment records for audit and compliance purposes of funded programme and SFC claims, in accordance with SSG requirements (records must be retained for 3 years).

    • By registering and/or indicating the intention to use SFC, the participant acknowledges and agrees to these terms and conditions.

     

    General Feedback, Complaints and Appeals

     

    • ​General Feedback, Complaints and Appeals: Participants who wish to provide feedback or lodge a complaint or appeal regarding the programme may submit a formal request via email to assessmentpanel@rohei.com. All submissions will be reviewed by the Assessment Appeal Panel (AAP), whose decision following investigation shall be final.

    • ​Assessment Appeals (Not Yet Competent): Participants assessed as "Not Yet Competent" may appeal the outcome to request a re-assessment. Such appeals must be submitted in writing to ROHEI within seven (7) calendar days of receiving the assessment result or Statement of Attainment. Approval for re-assessment is granted at ROHEI’s discretion and is subject to trainer availability.

  • Fees shown are inclusive of 9% GST. GST is calculated based on the full course fee.

  • Funding support is based on the prevailing Skills and Workforce Development Agency (SWDA) funding policies and is subject to change.

  • Eligible Singapore Citizens aged below 40 and Singapore Permanent Residents (PRs) may receive up to 50% funding.

  • Eligible Singapore Citizens aged 40 and above may receive up to 70% funding under the Mid-Career Enhanced Subsidy.

  • Eligible SMEs sponsoring their employees may receive up to 70% funding under the Enhanced Training Support for SMEs (ETSS).

  • Participants must meet the applicable funding eligibility and programme requirements to enjoy the funded course fee.
